ON BUREAUCRACY

According to Max Weberbureaucracy is a necessary structure that applies rational and at the same time reasonable rules of law. Although bureaucracy is considered negative among the people, it is a very important and necessary structure. According to Weber, the ideal bureaucracy has five main features, but I will study the specialization and division of labor and formal rules and regulations. Specialization and division of labor is a very necessary and important element. This provides many benefits to institutions and organizations. People specialize in that business by focusing on certain issues and people’s productivity in their work increases. For some people, this can be a bad thing, because they will never have the feeling of completing a job alone, from start to finish. They will always complete a job by dividing it into a group. To give an example of a division of labor and specialization, the Minister of Health is a doctor, but he does not operate surgery or work in the hospital. What he is responsible for is to monitor and improve the healthcare system of the public rather than patients. Another key feature I will explain is the official rules and regulations. This is very useful for an institution. Employees know what is expected of them. All employees are treated equally, resulting in unity and continuity. Rules and regulations are always the same, even if employees change. Maybe, in this case, there may be a few disadvantages. If there are too many rules in an institution, people cannot use their creativity and get bored by having to work in the same frame all the time. While trying to follow the rules, they may miss the actual work that needs to be done at work.

      With the recent coronavirus (COVID-19) outbreak, states, organizations, institutions are going through very difficult times. So far, there has never been such a wide-ranging epidemic crisis. In this way, all the countries of the world are working only for corona now. The main features of bureaucracy according to Weber, which I mentioned above, ensure that things do not derail at such times. In large meetings held by the managers, they discuss and decide how they can deal with a crisis by distributing tasks. Everyone follows a path by doing their part in this great epidemic. What disturbed me the most during this epidemic was the following. A state must have an emergency fund for such emergencies that it can take care of its people throughout the country. People have closed their workplaces because of the rules set by the state and stay in their homes. But these people are still expected to pay their bills and rents. Recently, the President gave the IBAN and told his people that we should be united due to this crisis and asked for money. I don’t think this has any understandable side. If there is a state that cannot look after its people in such a difficult time and be victimized, why is it there? I hope we can get through this challenging period as soon as we learn from our mistakes and the world will be a better place.
